Who should pay and how much for property insurance before the next monster storm hits the state?

The General Assembly is struggling with that scenario and hasn't yet come up with an answer. But it is likely to seek out the safe high ground. And that raises the specter of inland residents footing at least a portion of the bill if a dangerous hurricane makes coastal landfall.

GREENSBORO — They’ve pinched pennies, enlisted volunteers and trimmed back some events to make this year’s Fun Fourth Festival a success — in spite of the crummy economy.

But organizers still needed to make a last minute plea to the City Council on Thursday to cover costs for Greensboro Independence Day weekend festivities.

A majority of City Council members agreed to give Fun Fourth, organized by the nonprofit Grassroots Productions Limited, $10,000 to help cover a cash shortfall for the two-day event, Interim City Manager Bob Morgan said Thursday.

GREENSBORO — Henry E. Frye Jr., a Guilford County Superior Court judge for 12 years, is retiring midway through his second term, state officials confirmed this afternoon.

Frye will retire effective Aug. 1, said Chrissy Pearson, a spokeswoman with the governor’s office. He sent Gov. Bev Perdue a letter dated June 15 informing her of his intentions.

Frye did not return a call Thursday. He declined to comment on his plans through a staff member at Love & Faith Christian Fellowship Church, which lists him on its Web site as a member of its pastoral staff.

The Mary Easley story has not been good for N.C. State.

Not only has the university lost a chancellor, provost and trustees chairman over Easley's hiring and promotion when she was first lady, it may be losing financial support from angry donors.

"If NCSU can afford to give Mary Easley an $80,000 salary increase, it no longer needs my support," an alumnus wrote to the university last year in an e-mail obtained by The News & Observer of Raleigh.

There is much in the House cap-and-trade energy bill that just passed that I absolutely hate. It is too weak in key areas and way too complicated in others. A simple, straightforward carbon tax would have made much more sense than this Rube Goldberg contraption. It is pathetic that we couldn't do better. It is appalling that so much had to be given away to polluters. It stinks. It's a mess. I detest it.

Now let's get it passed in the Senate and make it law.

GREENSBORO — A Memphis businesswoman with strong ties to Greensboro believes she has found a way to build a $75 million hotel project despite a deep recession and dried-up credit markets.

The proposal is going into high gear now, said Bridget Chisholm, because billions in redevelopment bonds were just released by the U.S. Department of the Treasury in June as part of the massive American Reinvestment and Recovery Act.

Nearly $40 million has been allocated for possible projects in Greensboro and Guilford County, a release from the Treasury shows.

Stay focused, ladies. Here is the Practical Guide to Help Spurned Political Wives Survive Old Problems in the Era of New Technology.

1. Skip the press conference, especially when your husband is copping to call girls, gay pickups in airport bathrooms or "tragic" and "forbidden" telenovela-style love stories. Stoicism at the skunk's side is overrated and, as Larry Craig's wife learned, sunglasses don't help.

CHARLOTTE -- A judge issued a temporary injunction on Wednesday to lift Jeremy Mayfield's drug suspension, leaving the NASCAR driver free to race at Daytona this weekend.

U.S. District Court Judge Graham Mullen concluded the "likelihood of a false positive in this case is quite substantial." The decision came after NASCAR's lawyers portrayed Mayfield as a danger to the sport after he tested positive for methamphetamines on May 1. He was suspended indefinitely eight days later.

WASHINGTON -- Although New Haven's firefighters deservedly won in the Supreme Court, it is deeply depressing that they won narrowly -- 5-4. The egregious behavior by that city's government, in a context of racial rabble-rousing, did not seem legally suspect to even one of the court's four liberals, whose harmony seemed to reflect result-oriented rather than law-driven reasoning.

GREENSBORO — City planners could go back to the drawing board on a downtown design manual, in hopes they can work with property owners who say it’s too restrictive.

City staff members worked with property owners beginning in 2006 to develop the guidelines, which detail how center city development should look and feel.

A draft of the manual has been adopted by the city planning board.

On June 10, my car died in the parking lot of the Food Lion on 220 North in Summerfield. The temperature was nearing 90 degrees, and the groceries I just purchased contained perishable items.

My husband was out of town and all other attempts to reach neighbors failed. I am a member of AAA, but in the amount of time I would have to wait for them to help me, my groceries would be spoiled. I was also less than two minutes from my home.

I decided to go back into Food Lion. I approached one of the friendliest cashiers the store has employed, Rachel Harrison.

GREENSBORO — You’ll find it in the Pink Room, written in chalk, on a blackboard beside a borrowed banjo. It’s an outrageous edict, a recipe for fun crafted by a twentysomething crazy about “steam punk.’’

All day every day
Hugs, eat dirt
Shake yo’ butt, round & round
Do that and yer good.

Sure, it’s ridiculous. But think about today’s soundtrack — the constant drumbeat of job losses, pay cuts and companies shutting down.
